SOURCE: line 4 doesn't ring in coming call

The way 4 line phones work is that you need 4 lines on every jack that is connected to your phone.
You see the light probably because one of the phones has line conected and you see line appearance.

SOURCE: I am using a Nortel T7208/T7316 sets (BCM 450 PBX) system, and I want to program a phone to ring when someone calls the main line. Most of our phones only ring when you type the extension internally.

The phone must be programmed with the target line assigned to the number you wish to have ring at that phone. This can be done with the BCM Element Manager interface. If your BCM450 is running version 6, I think this can even be done directly from the phone, but I'm not sure of that process.

VIBRATE STAYS ON

Follow the below instructions and you can remove the vibrate state. I have included a link to download the phone's manual as a PDF file.

Sound Settings
Ringer Types
Ringer types help you identify incoming calls and messages.
You can assign ringer types to individual Contacts entries,
types of calls, and types of messages.
Downloaded Ringers can be downloaded right to your
phone.
Preprogrammed Ringers include a variety of standard
ringer types and familiar music.
Vibrating Ringer alerts you to calls or messages without
disturbing others.
Selecting Ringer Types for Voice Calls
Your phone provides a variety of ringer options that allow you
to customize your ring and volume settings. These options
allow you to identify incoming calls by the ring.
To select a ringer type for voice calls:
1. Select Menu > Settings > Sounds > Ringer Type >
Voice Calls.
2. Select With Caller ID or No Caller ID.

We have a Norstar - Meridian M7310 phone system. Today for some unknown reason when an incoming call comes in, the ring is two short rings rather that the "longer" ring that we normally have. I have...

The two short rings is telling you that the call is either a transfered call (answered by someone else and transfered) or answered by an auto attendant and transfered. Watch the ringing phone when the call comes in and see if the intercom LED blinks.

Blinking light but no ring sound on incoming calls

This is a phone system phone and each station you want to ring when a certain phone line rings has to be programmed into the system. This is not something you can change at the phone itself. You will either need to pay a company to make programming changes or locate a programming and installation manual for your phone system (not the phone) and try to re-program it yourself. If you have not done this before it will not be easy but it may be worth the effort so you can continue to make your own changes instead of paying someone $200 per hour to do it for you.

There is also the remote possibility your phone's ringer is broken. You can try swapping your phone with another of the same type and model to see if it will ring.
