Do you thoroughly clean and oil your machine according to the instructions in the manual? Be sure to clean all around the bobbin case, hook, and especially the feed dogs and use the appropriate oil for your machine.
If it continues to clatter, you should probably take it for service as it could be something serious like something loose or bent.
HOWEVER, when a machine's feed dogs do not drop, there is usually an accessory included with the machine that is a plate that covers the feed dogs so you can sew without the feed dogs moving your fabric.
Your owner's manual is probably the best source for this information.
Dropping the Feed Dog
The feed dog can be lowered with the drop-feed lever for sewing on buttons etc.
Shift the drop-feed lever to the right to lower the feed dog.
Shift the lever to the left to raise the feed dog, it will return to the up position when the machine is started.
NOTE:The feed dog should be in the up position for regular sewing. Turn the handwheel toward you to check if the feed dog comes up after setting the lever in the up position
I recently purchased a Janome 1600P-DB and in order to do free motion quilting I had to cover the feed dogs with an index card. I also cut a small section out of the card to allow for the thread and needle to move freely. Standard tape was used.
The 1600-DB requires a special Walking or Even Feed Foot due to the high sewing speed, so ensure that you have the correct foot, as the "normal" top loading machine foot will not fit.
I hope these images will assist in showing how the fitting should look.
This is the Normal - WRONG - foot to compare:
This is the CORRECT Foot:
From the Janome Accessories Guide:
"The even feed
foot walks over fabric to assist with smooth feeding. Fabric can be sewn
without puckering as the fabric is gripped and fed by both the upper and lower
feed dogs. This foot has been specially designed for durability and to work at
the high speeds of the 1600 series.
Part Number - 767-403-016"
