2) Reset timer and reprogram.
Move slide switch to to right 'set own program'
Then when times are programmed, move slide switch fully right to 'run own program'

I installed the GE Basic Timer 15070 ok. I set on and off times followint the insdtructions several times. The time will tunr the light on at the set on time but it never turns the light off at the set off...

Something doesn't sound right.
I have two of these timers and cannot figure out what your timer is doing, unless wiring is wrong or timer is defective, or you connected timer to 3-way switch.

15070 is single pole analog timer that requires neutral wire.
Slide switch is set to 'Timer' for automatic timer functions.

Open following links to identify timer and see wiring and how to set analog timers:

FM1D single-channel timer is difficult to program.
Open following links to identify timer and download manual:
http://waterheatertimer.org/Intermatic-timers-and-manuals.html#GM40AVE
http://waterheatertimer.org/pdf/fmd-20-setpoint-programming-guide.pdf

Timer flowchart starts page 3.
First step is to select format and then set current time.
Format is asking if you want 24hour or 12 hour format:
12 hour is am and pm
24 hour is military time where 11pm at night is hour 23.
Current time is simply the time right now.

Next step is to set program 1 thru 20 (P01 P02 thru P20)
Start by pushing +/- until desired program displays
Each program is set for either ON or OFF.
There are 20 memories available: 10 ON and 10 OFF.
Not necessary to use all 20 memories.
You need to set at least 1 ON time and 1 OFF time.

Make chart of on-off schedule to avoid conflicts in programming: For example ON at 7am Monday and OFF at 9am all-days-of-week will cause timer not to function as expected.
Each ON time is set for hour, minute and day.
Each OFF time is set for hour, minute and day
Press menu to terminate programming.

1-channel FMD Intermatic timer
http://waterheatertimer.org/pdf/GM40AVE-digital-timer-programming.pdf

FMD timers are complex to program, and if timer does not program correctly, then check voltage and polarity of circuit. These timers typically have 1 year limited warranty and can be affected by power surge.
If you have 2-channel timer, then each contact on relay will turn on-and-off at different schedules.
Make sure you don't wire both legs of a 240Volt circuit to to different relays, or the circuit will not turn on-off as expected. To control 240V, just turn off one leg using one of the relays.

If your exact timer does not show, add a comment and describe everything about the timer buttons and appearance, and I will search my files for possible manual.
Grasslin timers were made by GE for many years, and now Intermatic owns the product line.

I have pressed reset on my grasslin qe1 timer and now nothing will work on it

Grasslin qe1 and qe2 manual does not show troubleshoot section.
http://www.grasslin-controls.co.uk/assets/graphics/static/QE1-QE2_GB%20instructions.pdf

1) Remove power to unit and see if it will reset.
2) Press reset and hold button longer
3) Manual says: SLIDE SWITCH MUST ALWAYS BE LEFT IN "RUN PRESET PROGRAMME" OR, "RUN OWN PROGRAMME" POSITION, OTHERWISE THE CLOCK WILL NOT RUN, AND NO SWITCHING WILL OCCUR.
4) Timer has stopped working. I test timers, and they all stop working one day.

How to set the time and which is on out or in

Grasslin and Paragon both offer multiple-gang timers.

Grasslin manual says:
" For example, to turn lights ON at 5:00pm and OFF at
11:00pm, leave inward the 18 trippers between 5 and
11 on the "pm" side of the dial.

Link to Grasslin manual

Wiring timer:
Timer black goes to Hot wire
Timer red (or blue) goes to Load
Timer white goes to Neutral (if no neutral, then connect to bare ground)
If timer dial does not rotate, black and red wires are reversed

Timer doesnt tick but works if moved manually

The timer has come to the end of it's serviceable life. Being mechanical, they wear out and are not designed to be econonomically fixed.

It needs replacing.
