Top freezer is cold but does not freeze water and refrigerator part does not get cold

No frost on the rear freezer wall. We initially had the temperature guage cranked up to the coldest level and was told that was the wrong thing to do. We turned the temp down to midway and now the freezer is freezing but the refrigerator is at 60 degrees.
I'll go home and get the model number. This refrigerator is only 2 1/2 yrs old but we had it unplugged and in the garage for a year. Since its nearing thanksgiving we thought we would fire it back up.

First , I appologize for my cohort's answer . Do you see frost inside on the rear freezer wall ? Do you hear the freezer fan working ? Pull the refrig out , and see if the compressor and the cooling fan is working . If you will give the complete model number , and the answer to these questions , we can sort out the problem .
