Eljer is owned by Jacuzzi Whirlpool. Very nice tub. Eljer is one of the bigger Bathtub Mfg out there. Not sure why he has not heard of them. Lowes is probably the biggest seller of that brand.
It may seem like a dumb answer but check the ground fault outlet or breaker. Then make sure there is enough water in the tub. It should be a few inches over the jets.
The tub should just sit on the floor, and caulked around to seal out any water. If it as a fiberglass tub, you might want to put some grout under the bottom to help support it.
