The issue turned out to be simple. I managed to trace the electrical wire back to the fuse box. Pressing the TEST button on the GFI breaker did not trip the breaker, so I suspected the breaker itself was bad. I checked for current: none. I then replaced the breaker and everything works.

That means the unit is not plugged in from the control to the blanket. If you have it connected, then the element in the blanket or one of the thermal safety features is open.

If it is a north American toilet, take the lid off and you should see what is stopping it from filling up. Often the chain has slipped under the flapper.

Work by the water board can often introduce particles into the fill valve, and that can sometimes stop the water switching OFF, but you say yours is running.

The culprit may be your water heater. If the steam side got hooked up to the hot water heater and you haven't drained it about every 6 months, you may have some sediment that has shifted down the line and deposited in the steam control stem.

It may or may not be the faucet washer in the hot water. Sometimes sediment can be dissolved in the hot water and condense in the faucet stem. You may have some trash embedded in it. In that case, worst scenario, you may have to shut off the water and clean the stem seat from any accumulated residue.

I personally like to tile both the walls and floors in a bathroom, it looks great (with nice tiles) and is easy to keep clean. Could maybe change the side panel on the Bath if you don't like it.
