My razor has a blue screen that says bootloader usb init. The only responds I get is when I push the off button, then it goes to the hellomoto screen, and then back to the bootloader screen.

Your phone is partly fried. It needs to be re-flashed. You can do it with a USB cable and the proper software....Google "bootloader USB" for some help in finding the software. One thing to try, hold down the "*" and "#" keys while powering up the phone, this could possibly help, but I doubt it.
This is a generic problem of Motorola RAZR V3. This is a common problem caused in this phone when you are out of Warrenty and the at the same time there was a software upgrade on the Motorola site. This screen came because the phone was blocked from upgrading due to your out-dated Warrenty ( Because only phones having Warrenty can upgrade in Motorola ). This problem can sometimes be resolved by performing a Motorola Software Upgrade. It can be done using the PC Suite. This problem can't be resolved by yourself, you have to take it to a service center.

hold the end key(power) and it should restart back to normal. If it goes back into bootloader then your phones software could be corrupt or could have a wrong value in somewhere. What provider is this?
Get this Phone reflashed. Of course if you Dropped the Phone or if it went into water then Forget it about spending 35-50 Bucks on reflasing this phone. because it will go back to Boot Mode.
basicly the software is corrept.take it 2 a cell 4ne repair shop they will fix it it cost about 150.u cnt do it on ur own coz it takes a specail soft ware n only certain ppl have it
Reflashing the phone requires that you have acces to some service software programs (PST for example) and a correct, unlocked, stock flash+flex pack, also compatible with your bootloader version. As a general rule of thumb, if you don't know what this terms mean i recomand you try to avoid the process. Some people ended up with bricked (dead) phones because they simply didn't had some field experience with flashing phones or service and bootloader commands. My advice would be to play it safe and try to get help from a service center.
this happens to phones that have had water damage or something else and a way that might make it work is to take the battery out for no more than 60 seconds and put it back in and push the *,# and power buttons at the same time and if the blue screen comes up, while on the screen push the buttons and hold them until it goes normal. it worked for me
