The white plastic on the newer valves is too tight and has to be pried off. Flip it 180 degrees and line up the smooth area of the shaft with the smooth area of the white plastic. Not as obvious as one would think to find the flatter spot. I have two valves I replaced today. Both were the same. Poor design. Be careful when pushing the white plastic back onto the shaft because if you don't support the valve end with a hard surface it will pop out the inner workings of the valve and you may not be able to put it back together. I learned the hard way. I had the white plastic piece from an old valve I had replaced years ago, and it slipped on easily. To get the white plastic piece back on today I had to hold the valve end on a hard surface, and use a 10mm deep socket and a hammer to tap it back on. They need to fix this problem.
Most of those have a quarter turn plastic pie section at the top of the stem. It reverses for right or left (cold or hot) faucets. Turn off the water supplies, remove the top of the faucet and handles, put the pie shaped sections on opposite sides, reinstall the handles and turn the water supplies back on.

Take the knob off and rotate 180 degrees and put back on. Just take the knob off, turn 180 and screw back on. New stems many times are in the half way position from the factory. You are not the first this has happened to. My answer assumes you just changed out the cartridge.

Just replaced the same exact stems... one seated fine, the other spun and wouldn't turn off. I added an extra washer to that one... it pushes the seat in just a bit further.

Probably has water deposit minerals build up on it. Push and or pull with pliers until freely moves,soak in Lime away solvent ,toothbrush on.

If your water heater is old or has been recently replaced, it will slough off debris that will get caught in the hot water supply side of the faucet. You have to disassimble the faucet and use a dental pic to remove the debris from it. This is a real common occurance. You can also try to flush out that side by removing the parts and then slowly turning on the water without the parts inside. Be careful not to flood your bathroom when you do this. But usually you have to dig it out. I have spent as high as 3 hours digging the liner from the dip tube of a water heater out of a faucet.
