If you can't consult the manual for the conventional procedure, words for some reason it just doesn't work, here's the universal "shotgun approach" workaround that should solve this problem.
1. Disconnect the AC power cord AND remove the device's battery.
2. With all power sources still disconnected, press and hold the "power on / off" switch for 10 to 30 seconds. This should dissipate the small amount of residual power that perpetuates the machine's volitile (RAM) memory state, and will effectively turn it all the way "off".
3.That accomplished, replace the battery pack and or AC piwer cord, and restart! If ir doesn't work the first time, repeat the procedure. Hope this helps! Good luck!
