Need some more information, are you vacuuming dry wall dust or wet dust or saw dust ? The reason I ask is sometime their are "upgrades" available for the newer models of vacs you may not be aware of, when I worked at the Big Box H D tool rental center the vac we rented out used a water filtration set up instead of bags U might wont to check newer model for any changes, like you ,I had Craftsman for over 15 yrs. and when it died the replacement vac had a new mod for the filter that I always thought was needed. Did you place water in the water pan? Are you picking up drywall dust, baby powder, wood ash, etc.? This type of material is difficult to be trapped by water. RainVac www.rainvac.com 800-523-0510
Inspect the filter.Open the secondary filter on the base of the vacuum to ensure that dirt and debris have not collected on the filter, as this will limit motor performance. Remove the filter from the dust compartment and rinse with water to clean. Allow it to dry completely and return to the dust compartment.-------- Also check if dust bag is got over full and that is causing the problem.Open the dust compartment, take the old dust bag out of the bag holder and discard. Open the end of a new dust bag and attach to the dust bag holder. Close the dust compartment and tighten the dust cover.Also check properly that dust compartment is not got loose. Open cleaning attachment and check the hoses and nozzles on the frequently to ensure that they are free of dirt, obstruction or hair.Also inspect the brushes, if there is already dirt got stuck in the brushes and that is causing the problem.Clean the brushed.----------This will help, to confirm where the problem is and to resolve the dirt /debris issue.-----

believe it or not i would use a long paint brush with a opened bin linner,, to collect all the dust,,,
you can wash your blue filter in plain water and leave to dry as u would pots n pans on the side,,
when u have cleaned the area around the cyclone.. close your eyes and blow into the cyclone.. then use another large hoover to remove access dust and rubbish that was in the cyclone,
turn the unit upside down and remove the bottom pan should be 4 or 5 screws depending on the model.
next remove the 4 screws that hold the brush cartridge and pull the whole brush assembly out.
using a can of compressed air clean that whole assembly out there is a motor there so don't spray any cleaner on it. If there is surface grime you can use a clorox wipe or a damp cloth to get it all off.
this process should take about 10 minutes to do it properly use the straw that came with the compressed air to get in between the plastic shell and get all the dust trapped inside there.
make sure there is no dust trapped in the gears that drive the brushes.
