When I plug it into an external monitor using VGA I can view the login in after the computer starts up, just no bootup menus.

what did the VGA port do, unstated, only you can login to windows stated, but what about lines.
when did Pc last run perfectly.

did you try flex the screen with 2 hands
and see if the LINES change, if yes, bad screen.

Seems (me blind) like a bad LCD (damage or cables)

most times a used VGA monitor for $40 is way way cheaper than fixing any old laptop, for $200 parts and labor.

the cable can come loose inside.
a new laptop has tape there holding that connector from putting force in this jack inside. so what we do is reseat it first.
some times just keyboard removed, we can reseat this cable. easy.
hackers #2, seen lots of this , others lacking skills. break the ribbon connector jacks locking lever, hinge type or wedge.
They yank cables and wreck them (gorilla's?)
so INSPECTIONS AND TESTS are first, never guessing, ok?
if the screen is bad, they are not cheap.
It is not a 2008 PC with bad GBA, GPU chip.

The cable can be found used and good on Ebay.
for cheap test to prove it is not the cable bad.
There are no cheap fixes on laptops.

you can also put light pressure on the cable
the connectors at both ends and see if that changes the lines or makes the go away.

those 3 tests I just told you , all techs know. (to find CAUSE)

if that is the question, answer is NO.
find a shop get it fixed, they can see it and they can touch at and do all tests to find the true cause of the failure.
but that will be expensive.

good, $55 with working screen, no HDD no OS.
so there is the value on this PC.
i'd get the $55 PC with good screen
pop in a new SSD
and load W10 on it. (and be happy)
the cable on ebay is 5 bucks
the screen on ebay is,:
no touch screen is $20 used
the new screen is, $37, but
you must tell the seller YOUR screen exact partnumber or you will get the wrong screen.

if not, find a shop, we cant fix PCs in text box. (it is a hands on thing)
or find a used PC for $50 that works?

Probably the flexible cable from motherboard and screen gone bad. Go to service center for replacement.

Some of the transistors or the connection to the panel inside the monitor are damaged. There is no absolute fix for this problem.
You can try pushing on the bezel (NOT ON THE SCREEN) of the monitor at the edge of the screen directly at the lines and you may be able to push the connection back together well enough that the line goes away, but usually in desktop monitors the bezel is too rigid to allow you to put any pressure on the connections at the back of the LCD panel.

The damage could be either in the LCD screen or the connection cable. Open the screen assembly and check the connection cable first.

Go to your toolbars bottom R/H corner and look for the VGA settings icon ( nVidia or ATI). Right click on that...and look for rotation settings, from there just followed the settings... Have nice day!

Yes, this is a defective screen. The only fix is to replace the screen. It's called a column of dead pixels. Since it is under warranty, contact HP to have them warranty it out or take it back to the place you purchased it from for an exchange. the keys ctrl+alt+right arrow should do the trick for you. if not then right click on the keyboard and select properties for options and you will find your graphics software has its own rotational software. good luck with two year old, sounds like you'll need it.
