No it is not normal for Win7... it should be the opposite... Win7 Memory Management is better than any other systems. I would do maintenance... clean out temp files and clean and defrag the registry. Glary Utilities works great for that or CCleaner. Then Defrag. Maybe just a false message caused by a bad temp file. If it continues I would have issues with the Hardware and seek a warranty replacement. Side note: turn off or uninstall products on the system you won't use.
