You probably have one of the newer Cimarron-series toilets that feature what Kohler calls "AquaPiston" technology. These gadgets use the water pressure in your supply lines to pressurize a charge of flush water in the tank, causing the flush water to rush into the bowl at high pressure and velocity. Many Cimarron-series toilets use only 1.28 gpf (gallons per flush), compared to the current industry standard of 1.6 gpf for conventional gravity-flush units. Reducing the gpf rating by 20% requires pressurizing the water in the tank, and the release of pressurized water makes a lot of noise. I'm afraid your toilet will always be noisier than what you may be used to.

low water in the bowl is only caused by the float being to high! the gurgles is Usually because of air coming back up through the pipe, check your vent pipe that come out the roof. this will help the draining.

Is the fill line in the tank loose? Does it just shoot water into the tank itself? I had this issue until I realized the while fill tube is supposed to be pushed into the black cylinder/small plastic tube in the middle of the stopper assembly. After i pushed the line into the tube, the bowl would always only fill a little bit. Now it fills almost a 3rd of the way up the bowl and doesn't bubble during flushes.
