Safe Mode is a special way for Windows operating systems to diagnose problems. It allows you to troubleshoot Windows in a limited state and correct any problems that may prevent windows from starting normally. In this diagnostic mode, only the most basic files and drivers necessary to run Windows, such as the operating system and drivers for the mouse, keyboard, and display modes display, are started.
To enter safe mode, follow the guide in the following article How to Start Windows Based OS in Safe Mode Uufix Security How to Guides
SAFE MODE is a windows protection mode that only allows limited functions to operate in the OS this is a safety as the software has detected a problem , like a missing file or a corrupted nessacary file , sometimes these can occur if your the victim of a hacker attack or you have been infected with a destructive virus , but sometimes can just be a sign that your machine wasn't shut down properly and a file it needs wasn't saved , if the mode persisted after a reboot then you'll need to re load your Os from a back up copy (you have that right ??) or if a virus is the cause then a more professional tech will need to take a look at it and remove it
