Try to see if I could get into the machine from the back but there is no access panel at the back !!! Can you tell me if this model has a belt?? And how to get to it ?? Please thanks John.

Samsung washer drain pumps usually have a trap that may be holding a large amount of debris (buttons, pins, coins, etc) and lint packs around all of it and the water can't drain, which means the unit won't spin. A more complete model number would be required to find out if the trap is accessible by removing the front panel or not.
3E means the motor is running below or above the programming RPM's, this is a real problem. hold down the two left buttons while pressing the power button. this will present you with the testing system. Press the temp button and T1 will appear. press the start button on the machine will move through the phases in 3 second bursts. if your drum doesn;t move your motos shot.
