you cannot be a vampire if you are already a dingbat, dingbats cannot be vampires because only vampire bats will work.

Like I've told every other person about turning, your going to need vampire blood. Sorry theres no other way, once you get your hands on some then we can talk about how to turn you, but I must warn you, once you turn there's no turning back.

Vampire Lords are in the Dawnguard expansion. There are only 3 in the game, with the player having the option of becoming the 4th.

The two Lords capable of turning the player into a lord are:

Serana - she is being held captive at Dimhollow Crypt.

Harkon - the player first encounters Harkon upon returning Serana to "Castle Volkihar" after the quest "Awakening"
