Here are steps to connect a Samsung soundbar to a Sanyo FVM3982 TV using an optical cable:
Locate the Optical Out port on the back of the Sanyo TV. This port will be labeled "Optical Out" and is usually covered by a small protective cap.
Remove the protective cap from the Optical Out port and plug in one end of the optical cable.
Connect the other end of the optical cable to the Optical In port on the Samsung soundbar. This port may be labeled "Optical In" or "Toslink".
Turn on both the TV and the soundbar.
On the Sanyo TV, use the remote to navigate to the audio settings. Look for an option to set the audio output to "External Speakers", "External Audio", or "Optical Out". Select this option.
Adjust the volume on the Samsung soundbar using its remote control.
Once these steps are completed, the sound from the TV should be played through the Samsung soundbar. The sound bar only needs sound input from the tv so optical cable connection will work fine. HDMI cable will also work fine. Use the one that you have available.

The issue is not how to plug the cables in, it's all color coded and easy. ... I have a Sanyo sound bar but it won't connect to my LGtv nor my ps4!
I assume by using your phone (cable rca to mini jack) the sounbar functions normal. Next time give more info like tv and soundbar make and model no and what connections are available on both components and if its input or output connections.
On the tv make sure the rca cable (tv to soundbar) is plug into the stereo output of the tv and not in a av input. Some tv's have a mini jack out and not rca. Some have a earphone socket which could also be used.
Some tv's only have a digital or optical output port. Iin basic sound work and can be connected with the following combinations .
Minijack to minijack
Minijack to rca
rca to rca
digital to digital
optical to optical
Does your TV have a Digital optical port? It's a cable that sends a red light source. That is actually how you're suppose to hook up a soundbar. digital optical cable Bing images Straight forward. Plug and play. If you're TV doesn't have an optical port, as I know your soundbar does then you have to use a stereo Y Cable. 3.5mm to Red/White. Sound bar will have 33% the power going this way as opposed to an optical cable. Aux Audio Out has a itty bitty amp pushing power. Purpose of the Digital optical Cable is a light source.
Use the optical cord. And connect it to the optical connection behind the TV. You will see a red glowing light at the connection on the TV. Go this route, this connection will work for all your TV viewing, HDMI 1, HDMI 2, HDMI 3, DVR, DVD, Satellite, cable or air, and if you still have a VHS. Because your TV is not Bluetooth-enabled and you are trying to connect it to a Bluetooth-enabled soundbar via Bluetooth. There are other ways to connect your TV to the soundbar:
1. analog AUDIO OUT (L/R) of your TV to the AUX IN on the soundbar (use a 3.5 mm.-to-RCA audio cable).
2. Optical OUT on your TV to Optical IN on the soundbar.
3. HDMI port to HDMI port (this may not work if your TV is not ARC compliant you have to try).
You get better sound quality with option 2.or 3. (if this one works for your TV)
