Does the fax/scanner light come on at all? If not, then that's the problem, because that's the only part that likely needs to warm up.

Unable to send, copy or send fax

Sounds like the scanner bulb is burnt out or it's not able to move the scanner sled.
It should be saying "scanner error" as well. (and I think you meant unable to scan, copy or send fax)
No fix unfortunately other than getting a replacement unit (which I believe now is the 8500 premiere)

If you need a replacement, your timing is good, they are $200 off right now, and selling for $299.

Your unit as it stands still makes a good printer and will receive faxes, and you CAN send a fax as long as you do it from the computer.

My HP 7780 always says phone off hook. When I disconnect the phone line for awhile and reinstall it faxes once properly then the phone off hook message reappears.

I use a VOIP line and get the same error msg. Here's what I do- I dial the fax number with the line unplugged (hence no off-hook message), press "start Fax", and as soon as I hear the fax machine "Click" to pickup the line, I put the line in the machine. Works every time!

If these settings are correct and you still can't copy from the glass, try a partial reset as outlined here.
