If the number belongs to you and the account has not been closed, your new provider can request that the old provider transfer it to them and they can assign it to your new phone. A common mistake is to close the old account before the transfer. This means that the number no longer belongs to you and reverts to your old provider who can assign it to another customer.

BT provide (and own) the telephone line infrastructure for this country, and all providers go through this infrastructure. Some exchanges have proprietary equipment in them belonging to one or other of the various providers which allows them to offer something that BT may not, ut they still have to use the BT lines, which they rent from BT Wholesale division. So if BT won't let them use the lines you are in trouble when it comes to getting Broadband other than BT.
There are options however, firstly try PlusNet, as I believe they are part of BT so may get better treatment than other providers. Secondly there is Satellite Broadband but this can be expensive, especially installation when compared with over the phone. Thirdly mobile 3g or 4g broadband if you have coverage in your area, but speeds are highly reception dependant and if you don't get good mobile phone signals then this option is unlikely to work. Also you would probably have to buy and install a 3g/4g modem router and I'm not dure how expensive these are.
This may not have been a lot of help, except possibly understanding the problem !!
I suggest you take the cell phone to a cell phone shop. They can remove the SIM card and use a SIM card reader to look at the stored names/phone numbers and might be able to identify a home phone number. The number may also match the area where near where the cell phone was found. If so then ring this number and hopefully return the phone to its owner. Good luck with your search, this is a neighbourly thing you are doing.

Review the search results. If only a single company is listed for the area code and exchange you entered, that company services all numbers for that exchange. The search results will indicate which set of phone numbers belongs to each company if multiple companies are listed. For example, in area code 718, phone numbers that begin with 208-0 are serviced by AT&T Wireless, while numbers that begin with 208-3 belong to Verizon Wireless. Or call the phone company that the purchase from and they will give you the number.

Why don't you check with a reverse phone number website? You can find them by searching the web for for "reverse phone number lookup". Once you've found one, you enter the phone number, and the website tells you who it belongs to. Unless the person has had their name blocked, then there's no way to find out, other than calling the number and asking them.
