Is there a dial tone? And have you tried another phone? If there is a dial tone make sure the phone is set for tone dialing. There will either be a switch on the side of phone for pulse or tone, set for tone. or go into the menu and look for it there...

Base is flashing and cannot dial out

If the LCD shows Not Registered when you enter a One-Touch or a Speed-Dial number, it means that an email or number is not stored there.

If you selected E-Mail and save the E-mail address, you can only use the E-mail address when you are in Scan mode. If you selected IFAX and save the E-mail address, you can only use the E-mail address when you are in Fax mode.

Your machine has 20 One-Touch keys where you can store 40 fax or telephone numbers or E-mail addresses for automatic dialing. To access numbers 21 to 40, hold down Shift as you press the One-Touch key

You can dial in any of the following ways.

Manual dialing
Use the dial pad to enter all the digits of the telephone or fax number.

One-touch dialing

Press the One-Touch key that stores the number you want to call. (See Storing one-touch dial numbers on page 60.)

To dial One-Touch numbers 21 to 40, hold down Shift as you press the One-Touch key.

Speed-dialing

Hold down Shift as you press Search/Speed Dial, and then enter the three-digit Speed-Dial number. (See Storing speed-dial numbers on page 61.) Three-digit number

Hi,
First of all you have to change the Dialing mode, DTMF or Pulse, according PABX type, ask to technicians!
Second step is to set up the Flash Time from 80 to 800 ms, again in dependency of your PABX Operating Instructions. Cheers and good Luck.

Can receive calls but cannot dial out on Verizon landline phone

Try punching in the number to call first THEN hit talk.. It should dial and call at that point..

Just like when making a call from your cell phn - dial the # first..

Dialing out

Usually picking up the handset and dialing " 9 " will get you another dialtone and then you dial the number you want. If you receive a busy signal it could mean your system requires another number to dial out or your phone is restricted from dialing out. When you pick up your handset or press the INTERCOM key you should get a triangle shapped light which means you can proceed with dialing your access code for making a call ( 8 or 9 ).
