SOURCE: i'm planning to buy a DSLR but confused what to buy

You have named several excellent digital SLR cameras aimed at the top end of the amateur/semi professional market.
I have the Nikon D200 and have been very pleased with it.
As stated by JCDill, you must really decide what you want and can afford. The camera body you choose will commit you down one path or another. For example, if you choose Canon, only Canon or OEM (Other Equipment Manufacturers) such as Sigma lenses will fit your camera body. Canon have a good reputation for their auto-focus, while Nikon make lenses that are the envy of others.
If this is your first digital SLR then you might be best buying an entry level body with a multi-purpose zoom lens such as the Nikon D40. There is a lot to learn.
If you are converting from film SLR and already have a set of lenses, then the cameras you mentioned will probably be able to use your existing lenses (but this is less so with Canon than Nikon). I was ecstatic to disover that my old Nikon 500mm mirror lens works in manual mode (with metering displayed) on my Nikon D200 but would not work properly on my Nikon D70.
I hope this helps.

I have a canon 1200d. The camera used to AF when halfway pressed. I am pretty certain it's not the len(s). I set to ai servo and still no luck. Any suggestions? Thanks

I recommend the following steps: Start with a fully charged battery. To eliminate that it could possibly be the lens, do you have another AF lens you can attach? Is the AF/MF focus which turned on to AF on the lens? If that other lens works this is your answer. If the other lens also does not respond then it is a camera issue. Any error code displayed? On the back of the camera, right side to the display, look for the quarter round button labeled AF. Check/set the desired AF operation. (Press the left right keys or turn the dial to select the desired AF operation, then press the set button) Check your AE lock button as well. Lastly, if all fails revert to camera default settings (Select: the wrench symbol tab, select: clear all camera settings) If it still does not work it is possible that there is a defect. With my Canon EOS Rebel t5 in AF the pictures are too dark. Why have done wrong?

They are under-exposed. Either open the aperture more, or use a slower shutter speed, but beware of camera shake.

I have been given a vivitar 70-210 series 1 lens 1:3.5 with a Canon AE1 would the lens work with a DSLR Nikon D3100 - would I need to buy an adaptor ?

No, and no.

The lens will not work on a Nikon camera.

Nikon cameras are deeper than Canon cameras. Even if a Canon lens fit onto a Nikon body, it would not focus at infinity. In order to enable a Canon lens to focus at infinity on a Nikon body, a lens adapter would have to have a negative thickness.

Canon Speedlite 199A

No. First the Canon 199 was designed for the Canon camera, and the electronics are very different in the Nikon. Two the 199 was designed for film and the digital metering is completely differnt for digital. Buy a Nikon flash.
