you didn't state your model so I can't be specific to your model. It could be a loose wire, reset switch, bad motor, worn motor brushes, fuse, switch, etc.
You'll have to check to insure power is making it to the motor and if so why the motor isn't running.
The DC power supply drives that motor and may start running it backwards when it begins to fail. The motor normally makes more noise than usual in both directions when it starts to fail like this.
Google "43470-002 power supply, Xi III +" and you will be able to purchase the part.
Need the model #. During the mean time(back in the buggy farm) trace the wiring & check the control switch operation including the connections. Trial & error-swap the polarity on the main power feed to motor control & check ops. Motor runs forward, motor OK.
It could be the motor run capacitor is decaying in value with heat or the motor bearings need lubrication as well as the capstan bearing. These unit require a lot of linkage cleaning and re-greasing to make them run right. There is also oil to be placed in the idler bearing points.
may be the carbon brushes are short or motor connectors have become bad connection by moisture and dirt by use temporay a wrong filter sometimes its a very light and simple motor johnson motor with hammer brushes DeWALT DC500 Type 1 Vacuum Parts
DEAR
AT FIRST YOUR MOTOR CONTROL BOARD IS DAMAGE
I can turn it by hand it turns smoothly and the tread moves fine and the belt from the motor to the tread is good
Rain should not affect an outdoor unit. It is designed to be outside. The motor that you are hearing... could this just be your compressor running? If the condenser fan is not operational the compressor will run much louder. TURN THE POWER OFF! See if the fan will spin freely if it is pushed. If it doesn't replace the fan motor. If it does you need to check the power at the contactor going to the condenser fan motor. This is 220 volts BE CAREFULL.. If power is going to the motor and the motor is not running... Change the motor and capacitor. If no power is going to it it could be a bad contactor.
Good luck....
