Delete all "Temporary Internet Files".

Try accessing that web-page on some other computer, to see if _more_ than one computer has a problem with that web-page.
plug the usb modem into usb slot of pc as normal. Bridge the connection between the internet connection and ethernet router connection in network page. Set router to ip add etc and it should share net access while pc is turned on atleast.
