Alright, this actually requires answering a few more questions though, that way we can provide the best help-
Do you know which operating system is running on your Emachine D620?
Is it a built-in webcam, or an external one that you plug in?
If its a built-in one, that would simplify things greatly, but if it's an external camera (one you plug in) then did it come with a CD or DVD in the packaging at all?
Ok i have looked up your laptop and it should have this 2522926R - 120-GB 5400-RPM SATA Hard Drive Assembly (CRU/EURP) for a hard drive in it. If so you can replace it with just about any Sata hard drive but you are going to have to replace the operating system as well as hard dives are sold formated(blank) hopefully you have a recoverry cd or can make one Is the system dead or will it turn on?
If you have a resource CD from Dell, you can boot from that CD by powering on the laptop and pressing F12 which will bring you to a boot menu. Insert the Resource CD and select boot from CD/DVD device. Follow prompts for diagnostics to run custom and select Audio or speakers. If you hear sound then the hardware is working. Your OS (operating system) is the problem.
Well its impossible to restore any of todays laptops without their factory os dvd/cd. You could setup new operative system and make your laptop simmilar to what it was on factory settings, or you can search dell to send you that same cd/dvd on your post mail to your house.

It's easy to miss the point at which you hit Ctrl + F11. You need to hit Ctrl + F11 at the point you see the blue bar across the top of the screen, it will display www.dell.com. If this is still not working you can use the XP operating system CD to reinstall XP and the Dell drivers CD to reinstall the sound, video, network and other drivers. If Dell didn't send you the operating system CD, you should contact them.
This might be because of corrupt OS(Operating Software) files. About the system password, you can reset it there's a boot cd called winternals burn it to a cd and boot from it. there's a tool called locksmith . use that to reset your admin password, or any password u want.
