This indicates that the wash thermistor is "Open Circuit" and I think it is situated on the heater assy at the back of the machine.
Check the wiring and contacts between the thermistor and the PCB. If you still get the fault it could be the Thermistor ( which means replacing the heater ) or a faulty board.
If it is under 5 years old - Call Hotpoint as you have a 5 years Parts Guarantee mind you the call out is £89.98 but thats cheap if it happens to be the board!

My washing machine will not spin and in fact turn around at all, i did a wash earlier and it was making a funny noise...like some thing was caught in the drum. It is about 3 years old....It does still fill with water thou!

The F03 code is a problem with your water system. your inlet valves may have failed.
Open up the bottom panel and you will find a tech sheet that explain the codes and gives trouble shooting techniques. here is the service manual, good luck, hope this helps......
