I CAN ADJUST VOLUME ON HEADSET, BUT I DONT HEAR A DIAL TONE OR VOICE THRU HEADSET

You don't specify which headset that you have. I would need to know which one and check all the connections to know why you aren't hearing a dial tone.

Here are a few things you can try -- try checking all the connections, unplug and replug back in, make sure that they are in the correct slot.

If it is a wireless headset say like a CS50-CS55 there is a 1-4 on the side, check to see if the #1 is in a 3 O'Clock position.

Is this a computer headset, wireless, corded, bluetooth, MP3?? Can only give recommendations of things to try.

I am using a Koss CS-100 Headset, and i only have one 3.5mm plug on my laptop so im using a splitter on it, and my laptop wont detect it, and even when i just plug one into the 3.5mm plug it still wont...

Windows isn't directing sound to the headset plug. This can be changed under control panel sound.
Sometimes it will asign itself if you turn on the computer with the headset already plugged in.
Also check the settings under all programs --- accessories -- entertainment -- volume control
and make sure the volume isnt too low or muted for the device.

How do i turn the volume up on my logitech headset, i dont see anyplce tp turn it up, it doesnt have a volume slide like the other one i have had

there is an inline volume control located on the inline remote. Meaning that on the cord you should see the volume on the remote that is built in-line..
