Possible fault in the drive selector switch/ circuit or the motor. You can check the motor, test using a DC line to confirm. If so the selector drive is faulty. check the continuity and the DC drive feed to the motor. It is possible that the circuit is not working and so the board needs a check/replacement.
I don't know about that brand of power washer. We used several types of power washers over the years, and they each called for 20 or 30 weight non-detergent oil in the pump. SAE 20 or SAE 30
The pump oil comes about half way up inside the pump.
The engine oil is 10W30
Do not turn a power washer on its side or upside down or oil will run into carburetor.
