Some units sometimes have a wall switch that has to be turned on.
Usually on the bottom of the fireplace bheind the grille is the control
box a switch to turn on the electric heat and another to control the
electric heat and a possible blower.
dont know who makes that but on sound leisure models error 31 means memory contents incorrect try contacting the maker and asking for support section they should be able to help more
