You can use your ipad as a WIFI hotspot but your ipad must have internet via WIFI or mobile data. To turn on your WIFI hotspot got to Settings > Personal Hotspot and turn on Personal Hostspot. When searching your device will show as Ipad, Enter your WI-FI Password and any device will now use your Ipads Wifi.
If you can get connected to WiFi but don't have access to internet, try accessing at some hotspot - site wit internet without access code.
