40 bottle dual zone wine cooler is not functioning properly. The lower zone (for red wine) is not cooling at all. BOTH fans are not operating. Also, the LED controls (located between upper and lower zone/compartments) are dead, they don't show temperature or any reading, so there is no way to adjust the temperature(s) of the compartments. Only the top zone is working and chilling my white wine. Is there a fuse that has blown that is replaceable? How can I get the LED controls to light up and work? How can I get the lower zone fans to work/cool the compartment for red wine?

This is a 6 or 8 bottle free-standing wine cooler from what I can tell.
I am not having much luck determining if this is a manual defrost type unit or not. Given the inital sales price now of $79.95 I have to assume it is a manual defrost type.
There are a few things that can cause your problem.
1. PTC relay and KliXon thermal overload assy on the compressor.
2. Run capacitor
3. Temp control
You said the fan does not run so I cab not rule out the temp control.
I can not even find a parts break down of the unit.
With no fan running the very first suspect is the temp control but you can at least listen for a CLICK when you cycle it from off to any other position. If you hear a click I would start looking at compressor start / run parts.
If you have access to your units compressor note the manufacturer, hp if stated (1/8hp etc) and Model number.
Then call or visit your local appliance parts supply store with that information in hand. The will have a PTC relay / KilXon thermal overload AND run capacitor that will fit your unit. I am pretty sure that will get you going again UNLESS you have a broken wire somewhere.
The replacement parts are going to run about 50% of the cost to replace the whole thing.

Maybe not the answer for everyone, but I proved it was the fan by removing the back panel, removing the fan and finger guard, then placing a small desktop fan that was the same size as the top-rear fan on the wine fridge. Pumping air directly over the heat sink allowed the unit to attain the temperature set on the front panel. The old fan would either not turn at all, or too slowly to be effective. These fans are junk. Especially after finding articles such as this out in different forums for the same issue.
I have the HVTS18DABB model unit and the replacement fan is a simple 120mm square, 25mm deep 12V DC fan. Similar or the same as you see in computer chassis. Found some inexpensive, high CFM, low noise fans from the following site:

Specific fan for my application was the model SY1225SL12SH. Although I did order a second fan that is similar in case the .5amps was too high and I popped a fuse. These fans are inexpensive folks, as long as you aren't afraid to get your hands dirty. Good luck.

This cooler uses the Peltier effect = the current passing thru a very special resistance provides the cooling. Because of that there are effectively 2 separate electrical circuits inside your cooler:
1, the mains voltage that powers the Peltier element and the cooling fan - controlled by a relay
2. the low voltage that powers the control board and the display - this is the one that failed in your case.
To fix it you will have to open the front cover , access the board and test it: if it gets power then the board itself has failed; if it doesn't then its the power source and you will have to find out why it failed - probably it was damaged when another component failed and you will have to find out which one before putting a new source in.
It's a relatively complicated job that requires a good experience - if you don't have it then call an certified repairman.

AC is supplied to the display board from a transformer in the unit compartment. The displays are only temperature displays and have nothing to do with any cooling function. A thermistor is used to sense temperature for each zone. The thermistor for the bottom zone is located inside the lower portion of the separator. The thermistor for the top zone on the wine cellar, (mid zone on beverage
center), is located in the upper portion of the separator. The thermistor for the beverage center upper zone is located on the inside of the 2-piece evaporator cover. It is on the right-hand side.
The mid temperature for the bottom zones on either unit are 60? Fahrenheit plus or minus 5 degrees. The mid temperature for the mid zone on the beverage center and the top zone
on the wine cellar is 45? Fahrenheit plus or minus 5 degrees. The mid temperature for the
top zone on the beverage center is 38? Fahrenheit plus or minus 5 degrees. I think at tis time you should check each section with a pocket size digital thermometer to cofirm tha the mechanical thermostat is within calibration. Click Here=> 4344690 Temperature Control

I believe the problem may be in the PCB transformer shown at the bottom right corner of the wiring diagram. It is possible o change the transformer but I have not been able to find the board that powers the LED temperature readouts.
