Both upper spray arms are not spraying water... I have taken a air hose and sprayed them out...also the tube which supplies them water. They are clear. What now?
It sounds like you have a model that has a pot washer cycle that blocks water flow to those arms. What cycles are on your keypad? Sounds like you have it set or single rack wash

All of the water coming to the upper spray arm comes through the feed tube. If the feed tube is blocked or the probe flapper is hung open, water will not flow properly to the upper spray arm. Be sure that when you push in the upper rack the manifold probe is in position in the feed tube. Try adding more water in the tub to see if the upper spray arm starts rotating. Other possibilities; low water charge, cracked spray arm & poor wash pump performance.
A couple of scenarios could cause this problem but the simplest might be the way the dishwasher is loaded. The upper spray arm rotates when water is pumped through the vertical supply tube and into the arm. Make sure that you are not loading the lower rack with items that interfere with the rotation of the upper arm rotor. It might also be a good idea to verify that the feed tube that goes to the spray arm is securely connected to the vertical supply tube.
Improper loading or over loading of dishes and glass ware that blocks the spray arm from rotating; check your user's guide for proper loading methods.
the holes in the spray arm can be plugged from food particles or other debris, like coffee grounds; remove the spray arm and clean out the holes; run water through the arm to verify there is no blockage.

Cleaning the filter was the right thing to try.
Since you don't see cracks/breaks on the spray arm and it appears that it is spinning freely, I doubt that replacing the spray arm will fix your problem.
If your dishwasher is several years old, your problem is likely a failing pump motor, but before you swap that out, check that the impeller is not damaged. Good Luck!
