Sounds like a big wad of cotton stuck in the bobbin carrier.
Take the bobbin carrier out and clean out all the stuff.

Are you sure of the model number? Pfaff doesn't have a Tiptronic 1020, just a Hobby 1020. The manual for the Hobby 1020 is not on the Pfaff site: http://www.pfaff.com/en-US/Support-and-Updates/Support . There is a Tiptronic 2010 and that manual is here: http://www.pfaff.com/SiteMedia/PFAFF/Products/Machines/Support-manuals/Tiptronic_2010_2020-manual-EN.pdf?ext=.pdf . Some sewing machine parts vendors do offer the manuals for sale.

To change the bulb in the Pfaff Tiptronic 2030, you need the bulb remover that was in the original accessory package. Push the bulb remover up into the sewing machine (at the bulb) as far as it will go. Rotate the tool (and the bulb) one-half rotation counter-clockwise. Bring the tool and the bulb down and remove the bulb from the remover tool. To put the new bulb back in, put it into the diagonal holder until the pins engage. Push the bulb up into the lamp holder of sewing machine as far as it will go. Rotate the bulb one-half rotation clockwise. Remove the bulb changer tool. The bulb should remain in the sewing machine. You won't find free but you'll find out they cost around $20-30 in ebay for the hard copy or $15 above for the PDF format.

I found three Pfaff Tiptronic machines on eBay, but not your exact model, but one of the models listed may be acceptable. When I searched, there was a 6720, 2030, and another 6720.
