I had the same problem - you need to install the latest Blackberry USB driver software on the PC/laptop you are trying to charge it with. They should be on the CD you got with the Blackberry (you don't need to install all the software if you don't want to - just the USB drivers). This enables the USB ports to allow enough power to charge the device when it's connected.
If you don't have the CD, do a quick Google for "Blackberry USB driver" and download the most up-to-date ones you can find.
I don't believe the USB cord is really meant for charging. In some cases, you can buy a charger that plugs into the wall that has a spot to plug in the usb cord. The usb cord would get a more direct and sufficient charge coming straight from the wall, then it would from the wall, into a computer (which uses most of the power it receives), and from there, into the phone. The USB cord is used mainly for offloading photos, or putting music onto your Blackberry. More used for mass storage than charging.
