Remove the tray and look for sensors or something on the paper tray that registers when it is out of paper. Fill the tray and replace it.
Also try a power reset. Remove to wall plug for 10 minutes then plug it back in.

People don't realize that shredders need oiling regularly. Spray all the blades and the gunk with WD40. Leave it half an hour and spray it again. Run it in reverse to clear the jam. If you have been using it a lot, they have a thermal cut out which should reset after about 20 minutes or so. Bad jams and heat, shatter and shred the gears inside the head. Is the motor making any noise?

Check the switch, they normally have On, Off and Auto.
Remove the head and clean all paper debris from underneath. You have a small piece of paper over the sensor and it is sensing that there is still paper for be shredded. Some have a small lever and if so, yours is stuck. Spray with WD40, and all the blades as well.

The caster wheels could all be removed and have it sitting on its base. The wheels are for use if you keep it in an office cupboard. You just replace the whole caster wheel or the whole set for $14..
