It sounds like the power adapter may be going bad. Replace your power adapter and see if that fixes the problem.

Try running the battery completely flat and then seeing if it will charge but it is most likely that you will need a new battery.

If the computer will not let you adjust the screen resolution go to dell's website and search your computer model. Download and install the latest video/graphics driver for your computer. That should fix the issue.

This may be an issue with your usb drivers. Update those first, then if that fails, I would try one of those adapters that goes from USB to the old school mouse and keyboard connections and plug that in to see if it works.

Open the laptop and remove the C-MOS (BIOS)battery, allow for about 10 minuites replace the battery and power on the Computer again.

Try going to safe mode manually. The steps mentioned below will help you accessing the safe mode

Step 1: Shut down your PC completely.
Step 2: Turn on the Power button.
Step 3: As soon as you turn it on start hitting the F8 key on your keyboard until you get to a black screen called "Windows Advanced option". (If you don't get to that that screen but you end up reaching the blue screen than that means you have delayed in hitting the F8 key. start again from step 1.)
Step 4: As soon as you reach "Windows Advanced option" use your down arrow keys to choose an option called "Safe Mode/Safe mode with networking".
Step 5: Select that and HIT ENTER.

A bad or weak adapter.It will charge the battery when off but won't run the laptop by itself.Also it could be a bad power jack where it plugs in.I would try a good adapter first to see.
