Normally windows will install any driver for a usb floppy drive automatically. If it needs one. I'm surprised that it hasn't just worked by plugging it in as there cheap floppy drives over purchased have all just worked without the need to install drivers on win xp and higher. Remember you won't see the drive appear under my computer until it has a disc inserted in it though.

if you are having trouble with your drivers here is a general look at the drivers and how to update them if your computer came with a motherboard disc the drivers could be on it click start control panel administrive tools ,computer management ,device manager look through all of your devices if you see a yellow question mark?or exclamation mark ! or red x right click to reinstall drivers or if you can see your usb but its not workingports(com&lpt)right click update driver hope this helps

Windows 7 should include support for all hardware that was available when Windows 7 was "frozen" and "released to manufacturing" (i.e., millions of copies of the DVD were made from the "master").

So, a device as "simple" as floppy-drive with a USB-interface _should_ be supported by Windows 7.

being a dos was not designed with USB in mind i would bet that is your problem. I doesn't recognize that it is there and therefore doesn't turn on the port.

Look for a very small round hole in the plastic "cabinet" near the media slot (on one side) and gently poke a small paper clip (unbent, of course, first) in to manually eject the disk.

it is possible the floppy has been corrupted or it was formated under a diferent OS. 
so you must format it to be able to use it with your OS.

I returned the external drive and bought another brand.

The error means 3 things:

1. Files format of the files saved on the Floppy disk is not readable on the OS or does not comply with the file format of the OS. So you really need to format it.

2. The floppy disk is brand new and you need to format it first.

3. The floppy disk is not working. Try a known working floppy disk.

There is to reason for this problem : 1- my be the floppy drive is out of order try to use another one. or clean it. 2- your flopy disk is domaget. Thanks ,is you can give me your feed back.
