String on weed wacker does not automatically advance.
the notice on the trimmer says it has an AFS Automatic Feed Spool, "NO BUMPING REQUIRED". I see that underneath the spool, there's a small plastic centrifugal weightwith a peg on it. . It kinda looks like it might advance the line each time the electric motor starts and stops. If there are loose clippings in there, or if the weight is stuck, it probably would cause the problem.

You didn't say how old your trimmer is, but it sounds like it may just need a new battery. Just like a car battery, they will only recharge for so long and then die and need to be replaced.
Batteries run down fast
if you are lucky you will get about 40 mins out of it but it will loose it charge when stored
Replacing the spool of string
If it is the same as my old 12V version, flip it over and look at the bottom, this is the cap for the string, on the sides there are two push button latches, depress and pull the cap off. Then reach in and remove the old spool. Insert the new spool with the circular sawtooth design to the inside and push the end of the string through the hole in the side. Replace cap ensuring that both latches engage.
Step by Step spool filling on my NEW Black & Decker GH700
Check the bottom of the spool. See the pattern that looks like a circular saw blade. Ensure that the raised edges, do not have any broken/missing sections. Also, check that the pivot lever in the cap, moves freely and engages the space between the same, saw-blade-like edges in the spool correctly. If there are broken/missing sections of the spool, replace the spool with a good one.

How do I load the string?

1 Press the lock and rotate the spool counter-clockwise or some will remove the center knob.
2 Remove the locking ring if your weed eater has one.
3 Take off the automatic feed button.
4 Wipe away any dirt and debris.
5 Push down on the spool to release the locking tabs.
6 Remove the spool from the chamber.
Restringing the Weed Eater
1 Feed one end of the line into one of the holes of the spool, and secure the end that was inserted
2 Wrap the line in the direction of the arrows. Do this until until you fill the spool up with line.
3 Secure each of the lines into its own upper and lower grooves.
4 Re-install the spool into the chamber from which it was removed.
5 Pass the lines into the left and right holes and snap the spool into place.
6 Once the spool is in its sleeve and fed into its left and right eye holes, pull both ends simultaneously.
7 Reinstall the locking ring if necessary, reinstall the center knob.
