Hair and dust will work its way under the endcaps of the brushroll causing friction which can melt the brushroll and get hot enough to melt the nozzle housing as you have found. You will need to remove the endcaps to clean the debris out before it causes damage. I don't believe the endcaps are removable on your model. It will save you a lot of money in the long run to purchase a new vacuum that has a metal brushroll with removable endcaps. I have a durable long lasting Riccar vacuum with a metal brushroll available at ThatVacGuy.com. With this model you can pull the brushroll out once a year to clean it and install a new belt. With simple routine maintenance you can do yourself this model will perform great for many years.

At the web link below you will find an exploded view of the Vacuum, the items I think you refer to are 17 and 18 in the picture, neither part is available anymore, the rubber part that you called an "O" ring is a rubber cushion and fits inside the plastic housing above the motor to cushion the motor and isolate vibration. If this is not correct please advise what numbers in the diagram you have a problem with, there are 2 motors, one for suction and one for the brushes, item #30.
this is caused by a dirty air filter and/or a blocked vacume hose ( most of the time the blockage is at the bend where the hose enters the floor sweeper area ) ---
remove and tap out and brush the filter ( or use a air compressor to blow out filter ).
then with the vacume on its side - remove the bottom plate ( like you were going to change the belt ) and use a coat hanger and clean out the hose between the floor sweeper and where the suction hoes attaches. this will restore your vacume to full operation.
Remove the brush from the machine and clean as best you can.
At each end of the brush there is a plastic clip that holds it into the vacuum.
Add some WD40 between the clip and the brush and turn the clip around the brush until it moves freely. Do this for both ends.
Reassemble making sure the belt is properly installed.

OK - so your brush roller is jammed. And yes, the belt is melting! Unplug the machine, remove the belt (you will need another new one anyway) then see if you can turn the roller by hand. If it turns freely without you doing anything else, then you may have put the new belt in incorrectly. However, you will probably find you can't turn it, or it's hard work (it should rotate freely). Remove the roller and check the bearings - there may well be something tangled up at one end of the roller. If you can get the roller rotating freely, all should be well.

No one says the output voltage and amperage, you just buy them for the Bex Bissell unit. They are dual voltage in 110 to 220. If you have the old one, it will be written in tiny writing on the charger, usually white writing on the face and engraved on the inner surface where the pins are.
