Obviously, the compressor is not running. Confirm the presence of power to the compressor itself. If it is getting power and unit does not run, you have an open motor winding OR if you have a start capacitor the latter could be defective. Let's hope that you have the capacitor because they go bad and are a lot cheaper to replace than the compressor!

Water could be from the lines freezing condensation on them then it melting over and over again. Not sure about the knobs.

check first the convenience outlet or the main breaker reset if trip off or replace together the cord test it the continuity using ohmmeter also check the over load protector of the compressor replace if busted. also check the bulb if busted replace it.

Your idea was a good one, and it should not be neglected. The area your going to tape should be warm and dry. Best long term repair, would be to cut a small piece of aluminum, and epoxy it in place. The machine will need to be warm long enough for the epoxy to set, however, it should be a permanent repair.

Was it very iced up? That can cause bad temperature registration. Also turning it off for an extended period resets the electronics. Monitor it for a week, then order the beef.

Great question but I cannot answer it. GE makes several models of chest freezers and they are not all wired the same. My eyesight is not to good and I cannot see your freezer so I cannot answer your question. You might try our friend google and look for the make and model of your freezer with the prefix schematic.
