Why is there a lot of frost in my woods v15nab freezer?

On a chest freezer, frost always accumulates around the top perimeter first because the warmer moist air comes in contact with that area first once the door is opened. More frequent defrosting may be the answer.

Power off for electrical repair.

This sounds as if its a start relay problem. They are attached to the compressor
You will need the model and serial number to get a new one at the appliance
parts store. They are usually under a plastic cover on the side of the compressor
and the cover is retained by a metal spring clip. Remember to unplug unit before
replacing this part. The model and serial number should be located near the compressor.

Good day,
You can't. They are bonded to the inner walls of the machine and totally inaccessible. Normal for most freezers.

Chest freezer, stopped freezing, Ptc relay

Some of the PTC relays just give out for no apparent reason. (the brown ones more than any other) But in your case you can see physical signs of overheating. I would suspect the compressor has seized up, or has a shorted winding.
