Well, when i turn on
I would first try booting from a boot disk or live cd to make sure it isn't a driver issue. If the problem persists, you may be looking at a damaged monitor. Take a flashlight, and gently hold it to the screen to see if the LCD portion is working. If the LCD is working, but the lamps are not then read on. The most common reasons for a monitor to fail like that are damaged caps, burned transformer, and/or burned bulbs. The control circuitry sends a burst of energy to the bulbs to light them, then backs off to user settings. Most monitors will sense if the bulbs didn't light, and try a couple more times before giving up. I'm in the process of working on one now that exhibits the same symptoms and after opening the thing up it needs three caps, a transformer, and a new set of bulbs. Best of luck.

I would suggest that it is more likely to be the fault of a blown power board capacitor. This can be fixed, but will require a competent technician. If you DO decide to investigate, please leave it unplugged for at least 24 hours before dismantling it to check, as the capacitors need to drain. Touching a charged capacitor is not a pleasurable experience.. as I found out.. the hard way.

If you are going to DIY and already try the monitor with another PC, and have proper tools and know safety precaution then please read on:
Most common failures in the LCD monitors are bad capacitors (bulging top/seal or leaking) in the power supply (they should be replaced in a set), blown fuses; poor solder joints, failed inverter circuits (blown fuse, shorted transistors, shorted/open transformers), bad lamps (poor solder connections or worn out lamps). I have plugged the monitor
check settings on the mini make sure set up correct ,,sending correct signal,,also chack for driver updates and downloads for monitor and the hp mini,,check hp.com support they can help to

Since you install windows 7, you have to make sure you also install the correct sound card driver for it.

Power button flickers green and no display
It can be that it is not getting the signal from the PC, or it detects short circuits so it goes into shutdown and try to restart, or failed power supply due to bad caps. Try it on another PC and also check the VGA cable first. If it still does not work and you want to DIY repair, then please read below and look at alot of pictures so you will know what to look for inside.

My comptuer doesn't stop to go black when I enter in
In VGA bootup mode you will need to set the resolution to 1280x1,024 @60Hz which is native resolution for this monitor, then boot up in regular mode and verify that it is now at the correct native resolution. You may have problem inside your monitor, please read below:

When i turn on the screen it says video mode not
you may have configured the resolution or video settings to one setting that is not supported.
this monitor should support 24 bit color depth and make sure you're resolution is not larger than Native (Recommended) Resolution1280 x
1024
right click on an empty space on your desktop and go under properties then click on settings tab and change values accordingly.
