Yes, but you don't need to use it. There are much better choices out there. The best way to download pictures from your camera to your computer involves removing the memory card from the camera and plugging it into a card reader (either built-in to the computer or connected via USB or FireWire). This is likely to be faster than connecting the camera to the computer, and won't run down your camera's batteries. Once the card is plugged in, it will appear to your computer as a removable drive. You can use the operating system's drag&drop facility to copy pictures from the card to the computer's hard drive, the same way you copy any other files. Downloading pictures to your laptop

This is very simple:
Install any software that came with your camera (sometimes this can be optional, try it withought first)
Plug in your USB cable to your camera, then to your computer.
A box should come up to download the pictures. If not, look at this website:
http://www.chriscamera.com/downloadingphotos.htm
This is how to download photos manually (by copying them onto your computer)
With these steps, you should have your photos ready on your computer.

I need to download software

You can use any kind of picture downloading software to import photos from a camera.
Personally, I like Google PICASA the most. http://picasa.google.com/
But there are lots of other good free choices.
Google for: free photo library software
You can also request the "Vivitar Experience" software at http://www.vivitar.com/support
