Sure sounds like your fuel filter needs to be changed. If you can't blow through the filter with your breath then it is bad.

There are 4 parts manuals listed for a CS-400. I suspect the serial number is the key to the correct choice.

If your saw is not listed type "CS" in the “Model:” window, click "Search" and select your saw from the list provided.
I chose a parts list and a piston kit is available ($38).
I am going to close your other question also. The parts manual should answer most disassembly questions. If you hit an impasse these folk are extremely helpful.

Check to see if the bar is bent [straight edge]. is the sprocket in good condition. Buy a good quality chain & keep it tight always
Lowering idle speed does not stop chain on ECHO SC chain saw?
I will need more information. Will the chain stop if touched to a log? Is it just creeping along compared to the speed of the motor or matching the speed of the motor? Has the saw been used enough to have saw dust build up inside the clutch and keep it engaged?

There is a spring in the clutch that holds the pucks (pads) back, this spring gets week and will let the pucks engage the drum, the pucks should be tightly pulled in when you take the clutch apart, if not, you can try and take a few coils out of the spring, but this is risky, as the spring is in a weekend state and may fail again. best off to replace the entire clutch.(be safe)Jay poolmotorrepair Florida
