check fuse to pto dose pto click when you start the swicth could be that safty switch has come lose keeping pto from operation take off belt and by pass switch to pto see if it activates what you want to make sure pto didnt burn up im more thinking it is a relay gone bad or a blown fuse

just to be clear are you talking about the pulley that comes down the crankshaft and has a small pulley above a larger pulley made on the same shaft. If so this is bolted to the crankshaft pto end spray with Blaster and let it soak and "tap" it on the sides not the pulleys as you apply some pressure by pulling by hand turn and "tap" on it with a small ball peen hammer

Remove carb float bowl. Clean bowl. Get model no. of engine and get new float bowl gasket set at mower repair store. Ensure float drops down freely with float bowl removed. Push up on float to stop fuel flow. If not working properly replace float and meter needle.

that engine is junk... ask your question, I know all to well about those things. as for the manual, cant help there as what I see being Kohler Expert Certified is different than what you see

Sounds like the governor is stuck. Look at the linkage as it passes through the top of the carburetor. rotate it and see that it is moving freely

Always have steering control arms out completely. It will not start if you don't.

The bypass levers (for manual pushing) MUST be engaged for motor drive.

sounds lie it's starving for gas.Does this engine have a fuel pump or is the gas gravity fed??? Some engines this size do have fuel pumps.I'd also take the bowl off the carburetor and check the Jet.

You mentioned that every time you gear forward or reverse the Mower's motor will just die.
I believe that you will need to check your gears and the also check to see the if the system is Running low in Fuel or possibly having a clog in the fuel line that can cause the machine to stop.
But still the issue is when you get it to gear forward or reverse, you may wanna check the gears first since that is the closes to your concern.
