This means the application has not loaded or it has an issue with the application. Download the full instructions from tomtom website to reinstall you tomtom with fresh application and program etc. YOU MUST back up your device first and ensure you have a copya of the map as you cannot download this. make a backup first and use tomtom home program to install the new application, copy your map back to the device etc. the instructions from tomtom are pretty straightforward to follow. Also contacting tomtom support will get you help in reinstalling the application.
No gps signal
Take it out of the car, then you reset it, and make sure it is having direct contact with the sky, it will receive signal then, and if you take it back into your car and it does the same, then you need to get and external antenna connected to it, that should solve the problem. But take note, it might take a little while for it to receive signal. Make sure nothing is blocking it from facing the sun directly in the car.

I will advice you reset the unit, this might help fix the
abnormality with the white screen problem. follow these procedure to
reset your tom tom gps.
Make sure your battery is charged before you
begin. TomTom suggested
allowing your device to charge for at least 2 hours before resetting it.
Remove your device's SD card from the card slot.
Find the "Reset"
pinhole button on the bottom of the device.
Hold the "Reset" button
down for 10 to 15 seconds or until your device
resets itself. You will need a flattened paperclip or another small
metal object to reach inside the pinhole.
Power the TomTom back on
and insert your SD Card. You have now reset
your TomTom gps and this should fix the white screen problem.

It is possible (almost certain) that the GB map you have is licensed to be used on that particular model. It is like Apple not allowing an Ipod owner to play music not downloaded through iTunes. You should consider buying a new GB, or even a European map valid for your GPS.

It sounds like the TomTom isn't able to boot up. This may be due to a software or data issue.
Have you tried to (use HOME on your computer to) connect to the TomTom server ? to update the software/data, and/or tried to restore the software / data with the (previously) backed-up copy (that you had previously saved on your computer) ?
How can I set time?
You can set (or reset) your Time (& display format) using the "Menu".
From your Driving screen (showing map of current location), tap on the (middle of the) screen, to show the Main Menu (on the next screen),
Look for, and tap on "Change preferences".
On the next screen, look for and tap "Set Unit". On the next screen, select (tap on TIME), and you can set (reset) the (display) format and time.
How can I set time and volume?
These 2 things can be done using the "Menu". (You can also adjust the Volume from the Driving Screen - tap bottom left area and slide the volume bar to adjust the volume).

How do I update maps on tom tom one from computer to GPS ?
Usually, you connect your TomTom to your computer, and use the TomTom software (e.g. HOME) to update (e.g. buy, download and install) your map(s).
If your question is about how to copy a (new / another) map on your computer to your TomTom device (i.e. without using the TomTom HOME software), you can simply copy the "map" folder (of the map on your computer) to your TomTom Device (that you've connected to your computer).
You may have other questions like, is there enough memory on your TomTom device for the map ?; is the (new/other) map version compatible for the TomTom (model/version) device that you have ?; is the map "activated" to run on your TomTom device? etc.
