I also own this model, and the manual isn't availble on OXO's site. But this is what I've learned over the years:
To set clock:
Press and hold clock/timer button for 3 seconds (clock icon will appear on left side of screen).
Input time using keypad then quickly press clock/timer button to save.
To set timer:
Press and release clock/timer button.
If necessary, press clear/memory so timer reads all zeroes.
Enter desired time using keypad (to a maximum of 99hrs:99mins:99secs).
Press stop/start to begin countdown.
Pause countdown by pressing stop/start; resume by pressing button again.
When countdown is complete, timer will beep continuously for 30 seconds and display will flash. Timer will then beep every 10 seconds for 10 minutes until the stop/start button is pressed.
Press clock/timer button to return to clock function.
To time activities:
Press and release clock/timer button.
If necessary, press clear/memory so timer reads all zeroes.
Press stop/start and plus (+) sign will appear on right side of screen as timer begins counting up.
Pause count-up by pressing stop/start; resume by pressing button again.

I'm assuming you're referring to OXO's Magnetic Digital Timer model #1127980. The instructions require a CR2032 (coin-type) battery which is accessed by gently prying the battery cover off with a coin. You can download the instruction booklet here:

When the switch is ON, the light operates in dusk-to-dawn mode. In this mode, the light automatically turns on at sunset and turns off at sunrise. When the switch is off, the light stays off.
Press P (program )on the timer and display will show then change the desired day, time and minute using the D+, H+ and M+ buttons. Press P again to set up another program and repeat the second step as above
Clear memory by pushing the reset button on the timer then reprogram using your current schedule when you want the timer to go off/on. Use the day and clock buttons for this then press enter
No, the timer should not make any noise. The noise should be a result of loose connections which cause arcing, which can make a humming or buzzing sound.
If you find that you still notice the sound, even when the main breaker is off then the problem is not electrical in nature.
