I put a dvd in

Unfortunately , Some DVD players cant read some DVD s and then it gives either "loading" or " no disc"..reading on the display...
it generally happens when you want to play "A copied DVD/CD " taken from somewhere else..
Just
to make sure that such DVD is ok ,you can try to run them on your
laptop.If the disc itself has problem, laptop does not read either..
Since you have not stated,if it is an old player pls Clean your DVD player's LASER lens anyway .. A clean DVD player Lens ensures that

Red light turns on blue light flashes twice then goes back to red. TV will not turn on
These blinks [flashes] are fault indication (Error Codes). From the number of blinks occur at one time switch ON, you can get an idea about the faulty circuit section inside it. This will make repair easy. These are called blinking codes. Make sure about the exact number of blinking of the standby/power LED, by switching On & OFF the set, for at least two times. Count it carefully. If you wish to get some details, check the site linked here. It has details about blinking codes, and fault locating procedure, to many popular brand TVs and other devices.

Have 3 segmented blocks on TV screen, is this a problem with the tube?
Need a little more info,if it is a rear projection then I would have to have it in the shop. Several things can cause this with the three tubes. If not a rear projection then the problem is in the main board. Not much help but it is hard to do voltage checks without the set.

In some models of LCD TVS; the backlight inverter and its T'Con board will be a part of the panel itself, and will be a built-in type inside the LCD panel.If so, they can't be replaced.In this case; a panel replacement is the only repair.For some other models, the backlight inverter section circuit will be a part of the main power supply regulator [SMPS].To such sets, the power supply section circuit too should be troubles hooted.Contact any service technician.The circuit will differ with models and versions.
