Either the Dc in cable (cable from adapter jack) is faulty or the issue is with battery/mothorboard.
To confirm check with other battery and if it is charging the the issue with battery circuit.

No OS stated, XP? VISTA, 'ok its HP but old but not too old, 2008\ in the magic year of 2006 HP added the F11 key to the old Compaq line. (hp bought) so if the PC is still 100% HP and the hard drive not slammed with alien MS disks, from MS. then the recover partition works so power on F11 hammer f11 fast, and bingo F11 recovery runs. pick fix startup files repair fails still then reload the whole OS now back to DAY1. all HP do this 2006 to now. all do unless is bad or was bad long ago HDD bad, HDD SLAMMED. . my guess you ran DBAN, and why not fess up and say the full name of the product, (app) or there web site you got it URL then we know what you did,. Check first if you didnt dimmed the light to total black from keyboard. If thats not fixing is a mostly sure video chip fail.

why not post what PC does,with no battery IN IT and the NEW power pack is used? this be first first.....!! if that fails wrong pack. only 3 possible reasons, 1: new battery is bad, (stuff happens and if china cloned x10 that) 2: wrong pack (i bet this is it, and hope so) 3; PC chips blown out (there are 2, a power reg, and charger reg) so how do we avoid guessing? well ,first is does it run with no battery and not stated by you yet. the wall pack has to be 2 things to BE correct. 1: 19vdc, is it? 2: and watts, my HP elite book as 3 performances opens when new. (actually 5x3 permutations in fact) A: faster CPU, $$$ 5 choices, the i7 is top and sucks power like mad. B: one of 3 GPU cards inside, one sucks power like mad. Mine has both, and needs the HP 100watt pack or WILL FAIL. bad battery, you do know that the main batteries are "love to fail" right, just about all batteries do that in everything, even the coin cell,inside can fail in 5years flat. if power pack is 19vdc with volt meter, good ! the battery is next, yes it runs pc but can be bad. a bad battery can still have power but overloads the charger chip it really is an analog world. (reality) if savvy , always keep a spare battery for moments like this.

When the CPU overheats then it will shut down (i.e. thermaloverload) and won't boot up again until it has cooled down. If this is theproblem is not fixed then the CPU will eventually fail.
A noisy fan is most likely faulty.
A faulty fan causes the problem or the fan and heat sink assembly are cloggedwith dust.
Check the CPU fan to see if it spins freely, if not replace the fan.
If the fan and heat sink is clogged with dust the remove the dust and make surethe vents are clear and dust free. Use a can of compressed air to do this.

There used to be "easy" ways but now the password is stored on a chip on the motherboard.

A) If you installed a different, unsupported operating system recently, USB ports might not work properly. B) USB ports might be burned due to an arc. If so; they need to be replaced with new ones.

the bottom line using control alt delete will bring up a menu to troubleshoot. be careful.

well you will have to go to your bios settings first and disable you touch within the bios. plz let me no if you need help with the touch pad or bois

Lap tops require special in/out plugs for connection to tv.Then keyboards keys to select the display function. Check your manual for this info
