Kenmore 23913 Progressive PowerMate Bagged Canister Vacuum Questions & Answers
Power Head keeps cutting in and out while
My kenmore progressive vacuum had the same problem. The electrical terminal at the bottom of the wand was corroded. I used a flat head screw driver to scrape the female portion of the connector as best as I could. I then took off the plastic cover on the vacuum head that had the male portion of the connection. I used sand paper to clean the two connection prongs. I also spread them apart slightly for better connection (more interference) when the connection is made. I reassembled, and our vacuum is working fine now. I hope that helps.

look at the bottom and see what tool you need to remove bottom plate to get to whatever is caught up in their, you can use your camera phone to take pictures as your taking apart so you will put it back again, also at each connection, remove to see if section is not clogged up'
How do I disassemble a Canister Vac Model 116.21714. extension wand ?
Sadly, there does not seem to be much help available for this. Sears wants $100++ another $30-40 shipping to have UPS take it and may be fix it. If you do not want to pay the fees, you will still have to pay $50 to get it back. Sears service shops will not fix vacuums. What the heck?!
Sock stuck in hose midway.
If the sock is midway, taking either or both ends apart won't help. Take it to a vacuum repair shop and ask them to try to unplug it. You may need to buy a new hose.
