Steam buggy water reservoir cap

You need to completely annihilate the plastic cap by cutting it off and destroying the remaining plastic to expose the stainless steel insert/plug. You can use either a pipe wrench or 11mm wrench to turn the insert counter-clockwise to unscrew. You will need to use some force to get the plug out since it's basically glued shut by lime deposits in your tap water. Do not move the slotted cap or else this will need to be adjusted so that all your water doesn't squirt out before turning to steam. Next time only use distilled water. Store with the cap off. Grease the inner and outer threads after every use and wipe it off completely before use so it doesn't mix with the steam and turn to vapor.

How much water do I add to the steam buggy

I measured it for you, from my cup.
It's 18 Fl ozs or 500 ml (1/2 litre)
Anybody know where I can buy a spare nozzle.

Screw top not coming off

If you look under the black plastic cap (between the bottom lip of the cap and the yellow steamer body) you should see a circular hole in the pressure valve that the plastic cap is attached to. I used a flat blade screwdriver and a hammer to tap it anti-clockwise, the whole filler cap could then be removed.
Putting sone lubricant (plumbers lube or vaseline) stopped this happening again.
By the way, you just need to tighten the filler cap finger tight.

The steam comes out of the water reservoir cap instead of the steam Jet Nozzle.

I can only guess since I have never worked on one of these units, but I think you lost a gasket on the cap. Pressure must build in the reservoir before being forced out the nozzle.

Is there a trigger handle to turn off and on

no betty, stupid bit of kit imo, no operating switch, just on/off at the switch, which heats the water up. i measured 500ml of water heated using my kettle, put the top on, switched on, and waited. first time the steam didn't come out of the nozzle, so i removed the end and cleaned the nozzle with water, blew down the end from the big end, and replaced it, steam came out. big grumble though, the steam coming out is not that warm, don't advise you to, but i directed against my fingers, it's only hot at the exit of the pointing bit, used it to try and clean floor tiles and grout, complete waste of time. i wouldn't advise anyone to buy one.
